Hamilton City Council has scheduled a Dog Control Hearings Subcommittee meeting for 13 October 2026 to hear objections under the Dog Control Act 1996.

Hamilton City Council has scheduled a meeting of its Dog Control Hearings Subcommittee for Tuesday, 13 October 2026.

The meeting will start at 9:30 am at the Council Building, 260 Anglesea Street, Hamilton.

What the subcommittee does

The subcommittee reports to the council's Community Committee. According to the council, its purpose is to conduct fair and effective hearings and make determinations on objections under the Dog Control Act 1996. The individual matters on the agenda are set out in the council's published open agenda for the meeting.

How objections reach a hearing

Hamilton City Council explains that when it classifies a dog as menacing or dangerous, the owner receives a notice. An owner who disagrees can lodge a written objection with the council within 14 days of receiving the notice, stating the grounds for objecting. Owners have the right to be heard in support of their objection and are told the time and place of the hearing.

The council's classifications page sets out what applies while a classification stands. For a menacing dog, the dog must be muzzled in public, neutered (or certified unfit to be neutered) within one month, and microchipped within two months. A dangerous dog must meet the conditions in its notice within one month.

The same page notes that a disqualified owner may not be allowed to own a dog for up to five years, and that an owner who does not follow the conditions of disqualification may be fined up to $3,000 and have the disqualification extended by a further five years.

Public access

The meeting includes a public forum. Up to 30 minutes at the start of the meeting is set aside for members of the public or groups to speak on agenda matters, with up to five minutes per speaker, listed on a first-come, first-served basis. People can apply to speak through the council's meeting page, and written submissions can be emailed to hcc.governance@hcc.govt.nz.

The meeting will be livestreamed, with the stream available 10 minutes before the start, and a recording can be watched afterwards. Minutes will be posted on the council website shortly after the meeting.
