Waikato Opens Early Engagement on Dog Control Bylaw Review
16 October 2026
Waikato District Council has launched early public engagement on its Dog Control Policy and Bylaw review, seeking community feedback between 15 October and 16 November 2026.
Waikato District Council has opened early public engagement on its upcoming Dog Control Policy and Dog Control Bylaw review, inviting feedback from local dog owners, residents, mana whenua, and community groups.
The early engagement survey opened on 15 October 2026 and will run through Monday, 16 November 2026. This initial phase allows council staff to gather community insights and identify emerging issues before formal proposed bylaw amendments are drafted.
Key Focus Areas of the Review
Council says it is legislatively required to review the Dog Control Bylaw at this time under the Local Government Act 2002, and to review the Dog Control Policy alongside the Bylaw in accordance with section 10AA of the Dog Control Act 1996. In council's words, the Policy explains what it wants to achieve, and the Bylaw contains the rules used to give effect to that Policy. Council also states that it is not consulting on proposed changes at this stage, and that no decisions have been made about potential changes to the Bylaw or the Policy.
Topics covered in this early engagement phase include:
- Dog ownership and dog numbers: how many dogs are kept on different types of properties.
- Exercise areas and public places: dog exercise areas, dog walking, and the management of dogs in public places.
- Working dog registration categories, and how current provisions apply to changing community and housing needs.
- Wider dog control services: community education programmes that promote dog safety and responsible dog ownership, and the Waikato Pound Pups rehoming programme.
Council says feedback received during this engagement phase will help inform future policy and bylaw options, and that any proposed changes will be brought back to the community through a separate formal consultation process at a later date.
How to Complete the Survey
The early feedback survey is open from 15 October to 16 November 2026. Residents and dog owners can take part by:
- Completing the online feedback survey on the official Waikato District Council website.
- Filling out hard-copy survey forms available at council offices and public libraries across the district.
Bylaw requirements and local dog exercise designations vary across New Zealand districts. For the national registration requirements that apply regardless of district, see our Dog Registration Guide.
