MPI Pre-Export ID Checks for Cat and Dog Imports Take Effect

MPI says pre-export ID checks under the new cat and dog Import Health Standard are required from 1 October 2026, six months before the transition ends.

The Ministry for Primary Industries (MPI) has reached an operational milestone in its transition to the updated Import Health Standard (IHS) for cats and dogs. Effective from 1 October 2026, animals destined for New Zealand must begin undergoing official pre-export identification (ID) checks to ensure eligibility for entry once the new framework becomes mandatory.

The revised Import Health Standard for cats and dogs was issued on 12 May 2026 and formally took effect on 1 July 2026, initiating a nine-month transition window that runs through 1 April 2027. During this interim period, pet owners and commercial importers can comply with either the previous 2021 IHS requirements or the new 2026 standard.

However, the 2026 IHS requires an official identification (ID) check at least six months before export. Because every cat and dog arriving from 1 April 2027 must meet the new standard, MPI says the new ID checks are required from 1 October 2026 — six months before the transition ends. A pet due to travel later in 2027 needs its ID check at least six months before its own export date.

For pet owners, breeders, and expatriates planning to bring a dog or cat to New Zealand in 2027, this transition requires immediate attention to veterinary schedules. Pet owners intending to transport animals before 1 April 2027 may still complete their paperwork under the 2021 standard, but anyone with a travel date on or after 1 April 2027 must ensure the new identity documentation is fully completed.
