SPCA Launches Open Letter Urging Ban on Private Fireworks
30 October 2026
SPCA New Zealand has launched an open letter urging the incoming Government to ban the private sale and use of fireworks, citing a Horizon poll showing 63% of adults and 85% of pet owners support a ban.
SPCA New Zealand has launched an open letter calling on the incoming Government to ban the private sale and use of fireworks in New Zealand, and is asking the public to sign it ahead of Guy Fawkes.
Polling data and animal welfare concerns
According to SPCA, sudden, unpredictable fireworks noise can cause animals fear, distress or injury. Because fireworks can be stockpiled and used at any time of the year, the impact extends well beyond Guy Fawkes.
SPCA cites an independent Horizon poll it commissioned in February, which found that 63% of New Zealand adults — approximately 2.42 million people — support banning the private sale and use of fireworks while retaining professionally run public displays. A further 20% were unsure or neither supported nor opposed a ban, and SPCA says it wants to move this group towards supporting a law change through education about the impacts of fireworks on animals.
"Every year, thousands of domestic, farm and wild animals experience harm. The impacts can include injury and displacement and can affect animals wherever they are, from our homes and farms to natural habitats," said SPCA Chief Scientific Officer Dr Arnja Dale.
SPCA says successive governments have missed an opportunity to ban the private sale of fireworks. "With 85% of pet owners wanting a ban, there is a clear mandate for action," Dr Dale said.
The charity points to professionally managed, notified public displays, along with laser and light shows, as safer and more inclusive options, including for people with pets. It has also made free downloadable posters available for homes and businesses calling for an end to the private sale and use of fireworks.
Preparing your pet for Guy Fawkes
Whatever happens with the campaign, fireworks will be let off around Guy Fawkes this year. A few steps can help:
- Bring dogs and cats inside before dark, close curtains and use music or TV to soften the noise.
- Check your pet's microchip details are up to date in case they bolt.
- Set up a quiet, secure indoor space with familiar bedding and toys.
